If its just sitting on the starter box idling then the wheels shouldn't be turning, no matter what car or how free running the driveline is. The clutch would have to be engaging or bad bearings binding & causing clutchbell to spin on the crank shaft, if engine is idling low enough then this shouldn't happen if clutch is all good.
Pull the clutch bell off & replace bearings & clutch springs & make sure clutch shoes are good & not binding on flywheel posts.
