I am pretty sure that Associated packaged a bunch of plastic or carbon version Steering Blocks & Hubs completely wrong. They always package the TC3 or TC4 ones with 2 of each in the package.
Probably a mistake on part of the employees in that section of the plant or instructions to them by management.
