Ya a flat piston has the same compression/rebound, while a tapered piston will travel quicker whichever direction the taper is. The way I think of it, which I may be wrong, with the taper facing down, the shock will pack faster and rebound slower. So on a med/high bite track, shocks compress and the car will remain in that stance for a little longer which will give you more traction.
