People do that for a reason. The outer filter, when oiled will cause fine dust and dirt to stick to it. When its dry, most of the dirt and dust will bounce off instead. It helps prevent your filter from getting gunked up with dirt and makes it harder for dirt to actually penetrate through since most of it is bouncing off instead of sticking. I have countless customers who ask for filters that are only the inner foam is pre-oiled.
