It all depends on the level of the event, and your regional ROAR staff. At National events, sure, they have to. At local events there are discretionary enforcements. The reality is that you want to be as compliant as possible. If you have a question, reach out to your regional ROAR team to get answers.
Otherwise, the best answer is 'it depends'.
I went to a small event about a month ago and there was a mugen eco converted to sc. He was using a tekin 1900/rx8 and 4s. Sure he was killing everyone! I didn't raced sc that day. If I were racing I would be that guy complaining LOL
So to my point,
