Default Long and Short, low end needle difference

Can some one tell me their thoughts on the performance difference between carbs that have long low end needles and others have short....

When the the carb is at WOT the needle is still in the carb body on the long needle version.....

Would the short needle give me more top end or rpm? Is there a noticible difference?

Is the fact that the needle@ WOT (in a long needle setup) in the body give more restriction?

I have a OS XZ-R with a short needle carb, and most of my Nova rossi stuff has long needle....
