The Tekin RS series ESC's are great, for 13.5 you only need the RS, also the new Hobbywing V3.1 are pretty sweet too, both are easy to setup if you invest in the programming card/hotwire for them.
As far as motors are concerned, most are a much of a muchness, I currently run the Thunder power which is pretty sweet, the speed passions are mean as well, also cheap on RC Mart at the moment, but if I was getting a new 13.5 i'd be hitting up the Duo 3.5, Had a Duo before and it was ballsy.
