More shim is more steering. Per the manual:

RECOMMENDED BUMPSTEER SETTINGS:
Carpet - 1mm thick shim
Asphalt - 4mm thick shims (longer screw
must be used)
The number of shims changes the angles
of the steering linkage. When no shims are
used, the car is easy to drive into the corner.
As the number of shims is increased, in-corner
steering increases but the car becomes more
difficult to drive.
