Why this has not been done? As far as I know it is not forbidden at the moment as far as it is part of the frame structure (ie. not only parts to make aerodynamics under the body)

Also, ground effects opens up a whole new can of worms. Set-ups stop being about mechanical grip and instead place the emphasis on maintaining just the right ride height and attitude for aero grip.
