When steering, or when rolling? Just the fronts? Did you try swapping front to back? To check the hexes, make a mark of the high spot on the wheel edge, then rotate the wheel 1/6th on the hex and check again. If the mark is still in the same spot, it's probably the wheel.

On a similar, I just ordered a set of 6 and 7mm hexes off eBay. I need at least 6 to clear the HPI vintage wheels I have.
