won't work with belt and pulley. with pinion and spur is ok because the number of teeth in contact between the pinion and spur is 2 at most at any time, the pinion's and the spur's pitch can be off a little. with a belt on a pulley, approx. 40% of the teeth is in contact at any time, the pitch on the belt must match the pitch on the pulley. can't maintain same pitch without changing the diameter of the pulley.
