Yes, #4260 is the preferred shim. Those little dinky washers are a pita, but at least they were included with the kit to get you started. For what it's worth, if you bought two of those shim kits, you can get as much as 2 yellows under the arms and still get the arms aligned into the horseshoe. Using the fork shims between the chassis and the horseshoe again are a pita but you can use larger tires.
For what it's worth, you can get 42 fronts on the car with 2 yellows under the arms and get 3.25 ride height, you can run to the wheels with none. This is with no shims between the chassis and horseshoe. If you need to run bigger fronts, you will need the fork shims.
