Tires typically have about 1-2mm of "sag" that add to the effect of having more droop.

I learned this the hard way... After trying many set-ups of 3mm uptravel up front and 2mm rear, I gave up and started using droop gauges. After I found out how it was actually set, then I realized that I was putting like 1-2mm less uptravel than what the set-ups call for.
So, what is the best way to do this? Use a set of wheels without tires mounted on them?
