Not quite that, but close. It is actually 2mm of uptravel before the shocks stop extending. Due to the nature of rubber tires, if you adjust them to only pick up after 2mm of up travel , you end up with actual less droop than 2mm of uptravel. Tires typically have about 1-2mm of "sag" that add to the effect of having more droop.

I learned this the hard way... After trying many set-ups of 3mm uptravel up front and 2mm rear, I gave up and started using droop gauges. After I found out how it was actually set, then I realized that I was putting like 1-2mm less uptravel than what the set-ups call for.
