I just finished a rebuild (it's been a month now) and I had the same drag you are talking about. Took everything apart looked at it, put it back and same thing. Took it apart one more time, looked again, found a messed up washer /shim on the slipper was stuck in the housing, fixed this and everything is as it should be.

In short - check the order and direction of the stuff behind the slipper on the shaft (if you have it on).
