I think he meant that the large o ring in the shock cap is used to hold the:
1. Conical spacer
2. Small o ring
3. Large delrin spacer
So the large o ring holds it all in place in the shock cap and it gets screwed down to the shock body. Your video has the all the items sitting free on top of the shock body and the shock cap with large o ring screws down on it all.
Maybe he is asking you if you correctly installed those parts? I do not know him, but that sounds like what he is asking.
The propose of that oring is not to hold those 3 itens in place. The top guidance, wich as a conical side to the cap, will hold the oring against the large guidance. Same in the bottom set. I think the large oring is just to avoid unwanted unscrewed and also match the joint of the large guidance and the shock body, just my guess. But gonna ask that.
And the large guidance on top of the shock body as a little of splay that will get inside the diameter of the body and will hold the oil inside the shock.
