I think it is a cop out to say one driver/company is too good in condition X so we'll just legislate against it. It's up to the competition to raise their game. Also Masami is retired.
Masami is heavily involved with Hacksukura, and for the recent worlds they have manged to find that 'magic' tyre that only they could have.
This was even more prevalent at the last 1/12 worlds that they had to run on asphalt.
