It takes the voltage down to zero. The company claim that with correct usage the tray can increase the voltage between two and ten percent. I have only seen these trays in the last month and am wary of taking my packs to zero voltage.
I would recommend a discharge tray with a .9 volt cutoff per cell. A tray like the Rayspeed or Novak would be a good choice. GP3300's do not like to go down to 0 volts, unless you decide to deadshort, but Fukuyama Racing frowns on this procedure due to the risks and chance of explosion if not done correctly.
LosiRob - I would expect to see the announcement after the worlds which Fukuyama has been very busy matching cells for. I would say probably Mid-November once everything calms down a bit at HQ.
