you might look at the team magic E4D platform if you just wanna drift. you can get into an rtr there for around $250. with a small budget you get small performance. a sakura d3 might also be a good choice.
belt drive is definitely the choice for drift cars these days. i still say get an xv01, that thing will drift great and actually be fun to drive otherwise too. otherwise.. i guess a tc3/4?
if all you wanna do is fart around in the basement though. the team magic is a great price point. you never get going fast enough to break things on drift tires ha.
