Yes, you're right 21.5 was the popular choice for the racer survey conducted by RC Formula 1. They're doing a club vote now, here are the results so far:

Rubber on a direct drive on carpet is awful. I think TJ commented on the Regs for f1 racing in Oz thread at one point that he sees rubber for tarmac and foam for carpet as a solution to that, so if I had to guess, that's the way I think the CC would go. Especially as that's what the CC does for TC already. But we'll find out soon enough.
