I'm glad we don't have this situation at our track. If a engine is poorly tuned there is always someone willing to help that person out. If someone flames we make efforts to get the car back in. Hammering on the throttle while on your back I'm not a fan of cause it could be dangerous for the marshal, but I will blip the throttle until he is within range.
