M3/M4 refers to diameter of the screws. No reference to the type of hex you need to use.

For instance M3 cap screws use 2.5 mm hexes whereas M3 button head screws use 2 mm hexes.

Yes, you need the 2 mm hex. But the button head screws are M3 i.e. 3 mm diameter.
