If they are both 17.5s, only one reason possible: the timing was more advanced on the Thunder Power motor (either electronically: esc, or mechanically: position of sensor assembly).

So since the RPM and the KV are higher on the second motor than the first does this mean its better? This may sound foolish but I never seen one of these brushless motor testers.
