As Andy said, Novarossi is the way to go. I've been really happy with my Novarossi Kangaroo .21 and Novarossi based James Hottinger Fusion X28, which is a Murnan Modified version. I've run both engines in my OFNA DM-1, Kyosho IGT and now my Serpent Cobra GT. They both are very consistent with tuning. The 28 has more torque of course but not by much, especially in my Serpent Cobra GT. The Kangaroo .21 didn't pull the DM-1 or Kyosho IGT as well as it pulls the Cobra GT. IMO it's due to the lighter drivetrain in the Cobra GT. And if you are on a tight budget you can't go wrong with the LRP Z 28R. Really strong motors and at about $170 you just can't beat the price. It's also very easy to change over from the pullstart to get a bit more power.
