Possible but its starts off with full green lights and within minutes it drops down to 1 green light.

Its likely just barely passing the threshold for the full green lights and as soon as you use it slightly the voltage drops below the threshold. I wouldn't worry about it and just use the rest of the lights to determine state of the battery.
