Instead of running the tires to seat the foam before balancing, you can simply blow them with an aircompressor to make them spin. This makes them spin faster then they would on a vehicle.

FYI, blow them while they are on your balancer...
I personally feel this wouldn't work as well as actually running the tire for a quali or 2 prior to balancing, I feel that the "Side loading" of the tire going through turns is what really " Seats the foam"
When Glueing a tire sometimes you catch the Very Edge of the foam and it actually Tacks the foam in place which can be a good thing or a bad thing. If you've got Heavy side on the foam with the Heavy side on the Rim, Your going to need a significant amount more putty then you would if everything was allowed to move in the tire. Now that being said, A Foam that's mooving in the tire isn't exactly a good thing as your Balance will wonder. But For the most part I mark my foams and they come out in the Exact same position they went in.
