Yeah it's normal for that much clay on a truggy tire. They take a good amount.

I like to spin up the tires on a electric 1/8 scale to seat the foams. However I have just ballanced them in the past fresh after glueing, and when i rechecked after heavy usage they were still very lose still. So you should be golden.
