Basicly, the B4 came at the time when brushless motors and LiPo's were starting out. It was a improved design over the B3 with better handling, and better suspention. Then Brushed motors were sort of phased out and soon after LiPo's became the power sorce of choice. Because of the weight difference between LiPo's and NiCD's, the buggy started to do some weird things. Thats when the came out with the ballast weight to offset the lightness of the liPo batteries. Then they found that if you moved the battery a bit, the over all buggy was lighter and faster with the better handling caracteristics of the original B4. The New chassis was made and the B4.1 was born. Other than the chassis, they are the exact same.
