May as well go whole-hog and head right up to 4mm for the extra strength, if your motor mount will take a M4 screw.

4MM Tap on eBay ($5)

Just combine that with a #30 drill bit (for 75% Threads).

#30 Drill Bit on Ebay ($4)

Any ole' tap handle should work fine for your use, just go slow!

Edit: Next SAE size from 3mm is #5-40, if you are set on that.
