the difference between on-road engine and buggy engine is working rpm range. buggy engine is about 30k rpm and on-road engine is about 40k.Buggy engine need high torque and on-road engine need high rpm. it just likes the different between truck engine and sports car engine.
Different places;
crank intake timing,crank balance;exhaust timing;carburetor designing;also heat sink(buggy runs slower so need bigger heat sink).....etc.
The base costs to on-road engine and buggy engine are almost the same. But because the buggy engine has much much bigger markets compare to on-road engine,that is why on-road engine has more high price.
