The soapy water works well for the Tamiya decals.
I would be careful of trying to do a wet application with our new decals though, they are printed on the repositionable, pressure sensitive vinyl, and I am not sure that it likes to get wet. You wont hurt the vinyl itself, but you may diminish the vinyls ability to stick to the surface. The easiest way to minimize air bubbles is to work the decal from one end to the other. Working center out is even better. For the smaller stuff I use tweazers or the flat of an xacto knife
