There is not a lot you can do to adjust for that on the base F104.

You might try more steering throw. At IIC the Tamiya guys were grinding the stoppers on the front lower arms to get more throw.
Also try;
Firmer rear top spring.
Tighter diff to force the inside wheel to break loose.
Less front droop.
Less front toe out.
More fr camber.
Space the rear wheels wider, front wheels narrower.

If you had the F1R then I would have simply suggested firmer side springs
