I'm not too sure if you're asking if people can change the motors to tune them, or if people change the cans to tune them...

Yes, you can tune a stock motor. Examples are, align brush hoods, reem or polish the bushings, different brushes, different springs. Also, you can swap cans, arms, and endbells for others of the same type. (P2K to P2K, GM3 to GM3, MVP to MVP, etc)

As to whether you can change cans or not, yes and no... Like I said, yes you can change as long as the replacement is of the same model. But hybrid motors are illegal (GM3 arm in P2K can).
