The TC TRF shocks. By using different piston rod lengths and internal spacers, you can get the type of shock action you want. There is a lot of flexibility here. It has nothing to do with the amount of travel, but has more to do with how much roll you want or side to side weight transfer. Or stated another way, how smoothly the shock works throughout especially on the compression side.
In the Mini shock, your choices are very limited and you can't get around the smaller oil volume. If you analyze it, you'll be able to figure out why the smaller oil volume can work against you in some cases and for you in others.
