WRONG. Check your resources
ROAR max for buggy is 292mm, AE website shows the T4 wheelbase is 288mm and the B4Worlds is listed as 281mm (with a standard B4.1 being 273mm). A buggy on a T4 chassis would make a buggy +15mm over a standard chassis and +7mm over a Worlds spec and still have 4mm in overall wheelbase to spare. It's been done time and again, and IS legal.
All still well within legal based on ROAR regulations to use a T4 chassis on a buggy, as long as you're using trailing axles. Inline axles will make it 1 or 2mm over max, depending on how you set up the rear wheelbase spacers and toe.
