Got to say I have never experianced that. Had a few that would keep popping back up, so you had to hold them in there while you tightened the pinch bolt, but never one that would not go in full stop.

One thing - you do have the pinch bolt halves completely removed from the crankcase while you are trying to insert the carb - yes ?
The pinch bolts work very effectively, and if you have them just loosened off but still in the crankcase you may well have trouble seating the carb. Remove them completely, insert the carb, refit the pinch bolt halves, then seat the carb and tighten.
