As I mentioned above, I'm using the Marc Rheinard setup for carpet and he didn't have spacers under the rear blocks. But I did try it before removing the spacers and it was the same.

Actually correction, just measured it, and I can't get lower than 4mm too, guess I'll have to extend the shock lengths, by undoing the ball studs a little. Actually I've put the rear shock at 63mm now, allows 3mm on the droop gauge, so it sits on 4mm with the droop screw resistricting it.
I hope this doesn't mean that there is a possibility of pulling out the shock rod from the ball adjuster
