I do think silver can is a decent idea for beginners in terms of price of entry (lots of older stuff lying around for cheap), but I don't like the idea of new people spending money on equipment that is essentially unusable as soon as they get better at driving and want to race in the 17.5 class.
Silver cans are $17. A brushed speed control is about $50. If people are willing to spend more, they can get a Novak GTB that does brushed and brushless for about $80 then add a booster when they want to go 3.7v lipo with BL 17.5.
