Our new 25.5 Club Combo would be an ideal product for some reseller to offer in combination with a car (or cars) for VTA. We do not have the resources to do the RTR-ing ourselves, but we would be willing to work with our distributors to encourage them to address this segment.

We started shipping our customized, USVTA items to distributors, beginning with our EDGE 2S items; they are now more available to LHSs around the country.
For under $120 for the roller I see 2 cars out there, The OFNA JL10E (shaft) and the Sakura Zero S (belt). The Sakura is probably the better of the two, but both are able to be upgraded to graphite chassis' should you choose to do that later on, both seem to have pretty decent parts availability online also.

So lets add this up (something no RC racer should ever do).

Chassis - 120
Novak Club Combo - 120
Decent Servo - 40
2.4ghz TX/RX - 65
VTA Body - 20
VTA Wheels - 12
VTA Tires - 25

Total - $402.00 - This is just a rough estimate obviously and doesn't include batteries, charger, or extra gears.

I can find the HPI Sprint 2 Z28 RTR w/2.4 radio for $240, so looks like Novak needs to get HPI to start putting their combos in these kits from the start. $360 for a fully legal new car doesn't look so bad.
