The piston and the spacer combined keep the shock shaft "centered" and safe from metal contact (except in extreme conditions).
Yes, the spacer ID is larger than the OD of the shock shaft... it has to be for proper shock action (the same reason the piston isnt tight in the body bore). While the spacer DOES space out the o rings... it is NOT its primary purpose.
