UPS Stores now sell USPS services. That receipt looks like a legit receipt for shipping Parcel Post. That's the slowest (and cheapest) method for shipping a package, so delivery will probably take 7-10 days, depending on the distance.
My last order from Tower came this way. I think UPS picks it up, then the Postal Service actually ships it. They emailed me a link to track it.
