Unless it's used (and then you're still pushing your luck) you won't get rtr and good for under "a couple hundred".

The Thunder Tiger drift cars are a good starter, they come with a 2.4ghz radio, a bunch of LED's and a 3900kv brushless system for $349.

I believe there is a group that run at the Monash uni car park, might be worth checking them out, see if they are still doing it and go and see if there are any bargains for sale.
