Tphalen addressed this about 100 pages back.
The rear toe being off is most likely due to the way you are installing the rear block. If you put one pin in first, then work the other pin into the second hole, you will oval out the first hole in the block.
The rear block needs to be installed squarely, both holes at the same time and then slid into place. If you are struggling at all, it will be off because the plastic is rather soft. The run of bad hubs was years and years ago and is not the likely culprit.
