Ok I maybe wrong and correct me if so.

The PS is 250w@ 13.8v so it really has an output of approx 18amps
He wants to charge a 4s 5000 at say 2c - he needs 16.8 volts and 10 amps.
Keeping in mind the PS is limited to 13.8v. The charger will demand at least 12 amps to charge at 16.8v at 10a.
That only leaves a max surplus of around 6 amps from the PS. Barely enough to run another charger.
