Ok, if you're still breaking in the engine the wheels should start to spin, that's normal (especially if it's off the ground). Not too much (like the engine is racing) that's no good. If it is racing then adjust the idle on the carb to almost closed but not to stall. If the idle still doesn't come down and the engine is still racing adjust the LSN CCW in small increments till the idle drops. If set correctly the wheels should still spin but not very fast. And the engine will sound quieter. Make sense?

BTW you shouldn't really have to play with the HSN at this stage. If it's still giving you grief it wouldn't hurt to richen that up by a 1/4 turn CCW.
