That is poorly phrased. It should read "is not or has NOT been on the ROAR T2 body list." And I believe it only applies to discontinued bodies, but again, it's not clear.

You are correct. Angling the links as viewed from the top works as you have described, and has no effect on rear steer. Angling the links as viewed from the side gives rear steer.
