I think he is referring to the "remote off"...

I think he is referring to the "remote off" option. If enabled, it allows you to shut off the ESC by pushing the brake and holding it for 6 seconds. I have this disabled on all of my ESC's.

The motor timing is set by loosening the three screws on the endbell and twisting it. If you run blinky mode, which is zero timing added by the ESC, then the motor timing needs to be around 35 to 50...
