That's just a good starting point when the pads and plates are fresh. You are free to adjust and will probably need to adjust it as they wear in or you are on a higher traction surface.

Are you using a 4wd wheel as well? When I run 4wd front tires on my 2wd, I still glue them up to the standard 2wd front wheel. Is it the wheel that is preventing steering travel or the tire?

This works only if you aren't using a sensor cable. If you want the sensors to be used for startup and low rpm, reversing the rotation needs to be done in hotwire.
