He did mention that it would idle until he opened the HS needle more then it wouldn't start. this means that the HS needle is effecting the idle while the slide is closed and that should not happen...

Yup... Same diff. The main changes from V1 to V2 were some minor tweaks on some parts, tighter ball cups and stiffer suspension pieces. All were refinements, not a redesign.
