If you can work out the length of the belt (normally printed on the belt), you may well be able to find a replacement from another car, even if the Tamiya belt is no longer available.

Sounds like you are over-tightening the wheels. Easy to do if you use the plastic wheel hexes, once you over-tighten them once they deform and you will need to keep over-tightening again and again.
