The more angled the shock is the more sensitive the steering will be. The shock height and angle are very much like the rear roll center for the chassis

For foam that might be the case although I've run 1/12th scale on and off for almost 30 and never ran toe out. Toe out on rubber tire cars makes them twitchy.

I've never run toe out unless I was trying to get more turn in. If his car is that squirrely toe out will make it worse.
